Photo: Ho\u00e0ng L\u1ed9c<\/em><\/p>\n<p>According to the Department of Agriculture and Environment, regarding fill soil, the Provincial People\u2019s Committee has issued permits for 6 out of 8 sites, with a total volume of approximately 4.4 million m\u00b3. In addition, once land lease procedures are completed for quarries in the Tam Ph\u01b0\u1edbc \u2013 Ph\u01b0\u1edbc T\u00e2n cluster, about 1 million m\u00b3 of material can be recovered by mining enterprises. This means the available fill material currently exceeds the demand of key projects.<\/p>\n<p>For construction stone, the department has coordinated with investors of major out-of-province projects and quarry owners to allocate stone from the Thi\u1ec7n T\u00e2n \u2013 Th\u1ea1nh Ph\u00fa cluster. The parties have generally agreed on the allocation results. For in-province key projects, the department has worked with project owners to assign specific quarries. The stakeholders reached a consensus recommending that the province only allocate stone from Tam Ph\u01b0\u1edbc \u2013 Ph\u01b0\u1edbc T\u00e2n, Soklu cluster, and N\u00fai N\u1ee9a quarry.<\/p>\n<p>Regarding the approval of land use rights transfers, leasing, or capital contributions by quarry owners, the Department of Agriculture and Environment has received, reviewed, and submitted five transfer applications to the Provincial People\u2019s Committee. Photo: Ho\u00e0ng L\u1ed9c<\/em><\/p>\n<p>Based on these findings, the Department of Agriculture and Environment recommends that:<\/p>\n<p>For fill materials, Project Management Board 85 and the Provincial Project Management Board for Transport Construction should review the remaining demand for fill soil at each project. They should proactively propose extraction sites and submit dossiers to the department by April 20, 2025, for license consideration. Project owners must be reminded that only Group IV minerals are allowed for extraction, and all license regulations must be strictly followed.<\/p>\n<p>For construction stone, the province will allocate specific volumes to each project management board and designate corresponding quarries. These boards are then responsible for connecting contractors with the assigned quarries to arrange supply contracts.<\/p>\n<p>Conclusion: Vice Chairwoman Nguy\u1ec5n Th\u1ecb Ho\u00e0ng requested that by May 15, the Department of Agriculture and Environment must advise the provincial government on how to handle violations at several quarries in the Tam Ph\u01b0\u1edbc \u2013 Ph\u01b0\u1edbc T\u00e2n cluster, enabling businesses to proceed with the next legal steps. The Department of Finance should carry out its responsibilities regarding the adjustment of investment certificates and project extensions. Quarry owners must prepare all relevant documentation and aim to complete legal procedures within May.<\/p>\n<p>Additionally, the Department of Agriculture and Environment and the legal support task force should continue working with stakeholders to reassess volume demands and reallocate materials accordingly.
